The second pretrial conference is scheduled for Lisa Miller Werneke of Forest Hill, MD October 24, 2011 at 9 AM in Montgomery County Pennsylvania. Lisa, like her husband William “Bill” Werneke has 8 criminal charges pending, including two felony charges. These charges are from a Pennsylvania case involving forgery, perjury, conspiracy, etc in the falsified will of their deceased “friend”, Raymond Marc Zachry.
In a recent post (September 24, 2011 Four Year Anniversary of death of son, family still pleading for help) reference was made to a handbook for school laboratories published by CDC; School Chemistry Laboratory Safety Guide originally published October 2006. This publication lists chemicals that are readily available to students enrolled in a chemistry program. It also details safety precautions, disposal and prevention of hazardous spills; what to do in case of a spill.
Little has changed in the book since the 2006 publication. And, probably little has changed in security, safety precautions and accountability at school laboratories, or community awareness of the hazards at the local school.

Cases are documented of injury due to careless oversight of the chemical storage room. One of national importance was a case from Texas when Marie Robards took barium acetate from her high school science laboratory and put it in her father’s dinner.
Robards was only 16 years old and the product of a broken marriage. She told investigators she did the crime because she wanted to “go home to live with her mother”.
Marie Robards was sentenced to 28 years in jail and $10,000.00 fine. In 1998 her appeal was denied, but she was released on parole in 2003 and will remain on parole until 2024.
Her father was sentenced to eternity in a grave due to his daughters’ actions.
Recently while paging through some old books one with a ribbon marking a place drew my attention. It was a Bible that had little sign of wear. The marked page Ecclesiastes 8, referenced “the Wicked and the Righteous”; verse 9 “I have thought deeply about all that goes on here in the world, where people have the power to hurt each other”.
Ecclesiastes, Verse 11; “When a crime is not punished, people feel it is safe to do wrong”, but the passages go on to explain that “good people are often treated as bad and bad as good”. On to Chapter 9, the absolute truth is stated in the title, “Death Comes to All”, verse 2 “the same destiny ultimately awaits everyone”.
I found it remarkable that in two days, October 24, 2011, Lisa Miller Werneke is scheduled once again for pretrial conference. Perhaps she and her husband, William “Bill” Werneke who admitted helping Darlene Miller Zachry and her sister Annetta Frackman conspire to forge a will to assist Darlene Zachry to gather together all the remaining assets of her deceased husband. With no consideration for the feelings of Raymond Zachry’s family – they did the deed, they claimed in testimony, only to help the widow of 18 months, Darlene Zachry, “because they thought Ray would have wanted them to do it”.
“Those who are educated don’t always lead successful lives”, it is written in Ecclesiastes Chapter 9.
And so it seems, with Darlene Miller Zachry, who progressed from a school teacher to vice principal then on to supervisor of special education at Pennridge High School in Bucks County, PA before quitting that position and returning to Lancaster County where she is reportedly on paid suspension pending the outcome of her arrest.
William “Bill” Werneke is still working for Baltimore County Community College, according to information. Perhaps Baltimore County Maryland has not discovered they have an employee with 8 charges, including felony charges working in their education system.
All the while, Raymond Marc Zachry who befriended all of these, will never enjoy the funds in his 401K, pension fund, or live to collect another antique toy, retire to his home near the Susquehanna River. He was cremated quickly following his untimely death – circumstances still unexplained.
I get comfort from the title of Ecclesiastes Chapter 9, “Death Comes to All” . Eventually, the truth will be discovered and all will face their Maker one by one. He ultimately knows the truth of what actually happened in Souderton Pennsylvania on September 25, 2007 to cause Raymond Zachry to collapse and die, all alone, in the street beside his truck. According to the Souderton Police Report when Darlene Zachry was contacted by cell phone by the responding officer and told to “return home”, Darlene chose to drive on to Pennridge High School.
The relevency of the Robard case in Texas is that the chemical barium was found to have caused her father’s death, and a amount of barium was discovered in the blood of Raymond Marc Zachry during a “poison panel” test requested by Pete Richards, assistant to Congressman Dent. We are still waiting for an explanation of Raymond’s untimely, sudden death.
Just a thought: does it seem strange to anyone that a wife would receive a cell phone call from a police officer and told she should come home, but she refuses? (refer to police report)

It is astonishing to me how things are working in the justice system there, and I think many many victims would feel fury in their hearts, at outcomes.

I am told the widow is no longer in the school system. However confirming that is difficult. A person with the personality she portrays should NOT be in charge of children.
One day I will post comments that came from students and co-workers when the local Lancaster, PA newspaper and TV covered her arrest 18 months ago. None were in support of her as an educator.

Do you realize barium is used for bone scans at times. Did he have a medical procedure prior to the incident. I know someone whom had barium and went into code blue almost dying. Could that have happened.

Ray had no medical precedure – and yes. barium is used in medical procedures, but there are many types of barium and selenium

Ray did not have any scans prior to his death that are recorded in his medical records. The barium compound that is used as a t race element is non soluable in stomach acid, however there are many other compounds that do disolve quickly – those are deadly and exposure incidents are subject to reporting to CDC.
The barium compound used in medical procedures is not the same as the lethal poison formulation. There are many barium compounds; acetate, chloride,carbonate or barium floride, all are lethal and deadly within 1 – 4 hours or 1 – 4 days according to the amount of exposure, according to CDC.

I know I don’t understand the procedures – but what confuses me most is all these pre-trial conferences. Who is not ready for a real trial? I am thankful that there is still – and now, MORE – interest in finding justice for Ray, that is the goal after all.

Hi Judy, what I am told that the accused is able to have two tries to make a bargain and if that does not work then they go to full trial… like you I still do not know how Pennsylvania works.
